Anomaly Detection (Swedish Civil Contingencies Agency)
Anomaly Detection, part 2 (abbreviated as SADV2) aims to develop the ability of government agencies to detect abnormalities in maritime situational awareness, thus improving their ability to detect early, respond and act preventively in relation to phenomena. The detected phenomena might be indications of an increased security risk as well of a risk that operators are not complying with laws and other regulations. With improved methods to detect abnormalities, the ability to perform more qualitative risk assessments will improve as will the ability to take immediate action when necessary.
DykSMART, emergency diving (Swedish Civil Contingencies Agency)
The incident with Costa Concordia called attention to a number of areas that could have been handled more efficiently. This led to plans to develop and improve various areas of emergency diving in Sweden as well.
Concrete challenges:
- Validation of skills
- Methodology description, Standard operating procedure (SOP), was established; mapping out of our responsibilities and boundaries
- Inventory of existing facilities and equipment, and mapping out of available resources in the country
- Mobilisation Strategies
- Development of a database, resources and equipment
- Mapping out of national gaps and deficiencies in skills and resources
SJÖBASIS – Increased performance/SeaTrackWeb (Swedish Civil Contingencies Agency)
SJÖBASIS serves as a national node in a network of nine government agencies operating at sea. SJÖBASIS produces maritime situational awareness, which facilitates the prevention of a crisis and quick, efficient management when a crisis occurs. The information is distributed to several national partners, but it is developed and managed by the Coast Guard.
In 2014 the MSB 2: 4 project "SJÖBASIS; improved information security, increased resistance to damage and performance" was launched to implement improvements and to conduct preliminary studies in two primary areas:
a) improved data security; Preliminary study on the consequences of doing away with the Java applet in SJÖBASIS
b) Increased damage resistance and improved performance; Replacement/upgrade of the server and the introduction of a new backup system to achieve improved performance and availability
The above measures have been judged to be urgent matters in relation to maintaining national emergency preparedness. The project has resulted in significant improvement to the availability, security and robustness of SJÖBASIS.
The project also includes the introduction of SJÖBASIS SMHI Sea Track Web.
Oil forum/CBRNE (Swedish Civil Contingencies Agency)
an oil forum has been in place since 2013, where all projects related to oil spills are gathered. The forum gives easy access to information, which is a valuable asset in emergency preparedness.
The results of the project will be:
- Continuous flow of events, news and information
- Report on the use of the page that is based on interviews and statistics
- Development of the user interface according to the report
- Final report based on statistics and evaluation.
Other projects
BeAware (Civil Protection)
Beware II builds on the oil spill projects BRISK and BeAware. The project will map out the risk of oil spills based on traffic and buildings such as oil platforms, as well as which resources are available in the area. Another aspect involves identifying which areas are particularly sensitive to oil spills in relation to the seasons, such as breeding grounds for fish and birds.
Turnstone (ISEC)
One consequence of the 2007/2008 Schengen enlargement is that the entire Baltic region, with the exception of Russia, became part of the Schengen cooperation. The framework provided by the rules of the Schengen acquis resulted in fewer opportunities to fight organised crime through traditional border work.
In light of this, the border police at the Police Authority in Stockholm initiated deeper bilateral cooperation in the region. The "Tringel" project had previously been implemented by Stockholm, Helsinki and Tallinn. The project was regional with major operational focus. Since all of the parties involved in the project considered it to be an operational success, the border police at the Police Authority in Stockholm initiated in-depth operational collaboration between the cities of Stockholm, Tallinn, Helsinki, Klaipeda and Riga.
The ANNA project (TEN-T MoS)
The ANNA project is focused on the introduction of Maritime Single Window. The lead partner is the Netherlands, and the Swedish Maritime Administration is the primary coordinating partner for the Swedish authorities.

CISE (FP7)
CICE2020 stands for Common Information Sharing Environment. Italy is the Lead partner. The project is a further development of MARSUNO, BlueMassMedand CoopP.
JFWEDROP (Civil Protection)
JFWEDROP (Joint Force Water Environment Disaster Relief Operations Platform) is a project in which the MSB is a partner, but much of the work is delegated to the Coast Guard. The project's lead partner is the Italian equivalent to the MSB and the project concerns diving. The Goal is to create common guidelines for taking action in the event of incidents, as well as the creation of modules with skills and resources that can be moved swiftly when major emergencies require diving expertise.
